Delegate Higginbotham moves to amend SB610 on page 3, section 18B-10-7d, on line 42, following the word proper, by inserting a semi colon and the following “Provided, That every state institution of higher education shall participate in the program if there are applicants at the institution: Provided, however, That the statewide maximum waivers granted at any time shall be no more than one-hundred.”
